Criminal Exploitation

Criminal Exploitation

Criminal exploitation is a form of modern slavery that sees victims being coerced, controlled, manipulated or deceived to work under the control of criminals.

They could be coerced into activities such as forced begging, shoplifting and pickpocketing, cannabis cultivation, drug dealing, bag snatching, selling counterfeit goods, ATM theft and financial exploitation.

Acquisitive child criminal exploitation involves coercing children to commit crimes for financial gain, such as shoplifting, burglary, robbery, and transporting stolen goods.
Perpetrators use manipulation, threats, and violence to control children, often targeting vulnerable young people to facilitate illegal activities.

They often gain control and influence over victims using gifts and money. This creates debt bondage, and victims frequently need to repay the debt by committing some sort of acquisitive crime, such as drug running or stealing cars. Young people should be suspicious of individuals offering them gifts and ask themselves “what’s the real cost?”.

Criminals sometimes use vapes as bait to groom and coerce young people into illegal activities. Children may be coerced into selling illegal or non-compliant vapes on behalf of adults, sometimes within schools. This can serve as a "test" or gateway into more serious organized crime, such as drug dealing or county lines operations.

Child financial exploitation is a form of criminal exploitation where an individual or group takes advantage of a power imbalance to coerce, control, manipulate, or deceive a child into financial activity that benefits the perpetrator, often involving money laundering or fraud.

It can occur online or in person, often alongside other forms of abuse like sexual exploitation or involvement in drug activity (county lines).

It can also include social welfare fraud, which takes place when exploiters falsely apply for tax credits and other welfare benefits using the victims’ details. There is often horrific abuse used against the individual in order to coerce them into falsely applying for benefits.
